This has usually been labelled with other titles such as social monitoring and the preservation of values and norms. However, the guarantees of implementing this principle and the challenges facing its implementation have received little attention. Given that an overwhelming majority of vices fall within the remit of the government, and the work of those encouraging virtues conflicts with the tasks of the state, this study tries to address the challenges facing the general implementation of this principle. Hence, five major challenges regarding the relationship between ordering to the virtues and the political interests of the Islamic system are discussed: 1. Lack of responsibility 2. Chaos and system disorder 3. Conflict of truth and interest 4. Interference with government work 5. Risk of religious disputes. در آثار فقهی و مذهبی اسلام و حتی در تمامی ادیان از ضرورت و اهمیت دو فریضۀ امر به معروف و نهی از منکر به‌عنوان یک وظیفۀ همگانی و واجب کفایی سخن بسیار رفته است و همین ضرورت با عناوین دیگری چون «کنترل اجتماعی»، «نظارت اجتماعی»، «نظم اجتماعی»، «وجدان اجتماعی»، «انسجام اجتماعی» و «حفظ ارزش‌ها» و «هنجارهای اجتماعی» و به‌عنوان نوعی از «ضمانت اجرای قانون» ومانند آن‌ها در علوم اجتماعی نیز مورد بحث و تأکید قرار گرفته است. اما ضمانت اجرای خود این اصل و چالش‌های موجود در مرحلۀ اجرای آن کمتر مورد عنایت قرار گرفته است. با توجه به آنکه اکثریت قریب به اتفاق منکرها در حیطۀ اختیارات حکومت به‌وقوع می‌پیوندد و کار آمران به معروف با وظایف دولت تعارض و تداخل می‌یابد، این تحقیق می‌کوشد چالش‌هایی را که اجرای همگانی امر به معروف در زمینۀ سیاسی و در خصوص وظایف نظام و مصلحت‌های انقلاب اسلامی پیش رو خواهد داشت با استفاده از تجربیات تاریخی و سیاسی و اجتماعی شناسایی کرده، برای پیشگیری از آن‌ها چاره‌جویی کند و در این مسیر پنج چالش از چالش‌های پیش رو در حیطۀ رابطه آمران به معروف و نظام اسلامی را به شرح زیر به بحث می‌گذارد<strong>:</strong><br />عدم پاسخگویی؛ بی‌نظمی و اختلال نظام؛ تداخل با کار دولت؛ تعارض حقیقت و مصلحت؛ خطر اختلافات مذهبی https://law.tabrizu.ac.ir/article_11299_718c66127ebfdb945ba33e026887b74c.pdf
